Street and Alley Clean-Up

Since the creation of the CID, cleaning up Soulard has been a priority.

Trash Cans and Pet Waste

In 2021, 70+ new trash cans were installed throughout the District boundaries, from Broadway to 13th and Sidney to Marion. The CID also contracted with a trash management service to empty the cans, ensuring plenty of capacity for residents and visitors alike to help keep Soulard clean. Residents have also seen the installation of pet waste bag dispensers throughout the District as well, providing a reminder and resource to the neighborhood’s many animal lovers to pick up after their pet.

Soulard Clean Team

In 2023, the CID created the concept of a neighborhood-wide street and alley cleaning initiative called the Soulard Clean Team. This effort is an expanded version of the Soulard Klean Krewe that had been implemented by Trinity Lutheran Church and the Bounce Back Program. 

The primary objective of this program is to facilitate the collection of street and alley trash on a weekly basis throughout the entire Soulard neighborhood (not just within the area bounded by the CID). The planned coverage area includes the area defined by:

  • On the north … Marion Street
  • On the south … Soulard south of AB Brewery (but excluding AB Brewery)
  • On the east … S. 2nd Street (to include most of Kosciusko)
  • On the west … I-55

Included within this service is the collection of alley bulk trash.

  • The City of St. Louis Refuse Division provides bulk trash pick-up services 1x/month.
  • Due to the infrequent pick-up schedule, bulk trash accumulates very quickly in the alleys throughout Soulard.
  • This service includes bulk trash pick-up for the other three weeks of the month (not serviced by City of St. Louis Refuse).
Regency Enterprises was chosen as the service provider to handle both the Clean Team and alley bulk pickup services. In order to guarantee this program could be implemented throughout the entire service area, the CID needed to secure additional funding from outside sources, since a portion of the service area was outside their service boundary. As a result, the CID solicited financial contribution from other neighborhood groups to fully satisfy the program’s funding needs.
In FY 2024, the CID contributed $48,090 to the program. Five Soulard neighborhood organizations also contributed to the program: Soulard Special Business District, Mardi Gras Foundation, Soulard Business Association, Soulard Restoration Group, and Peter and Paul Housing Corp.
 
The combined financial contributions from all six Soulard neighborhood groups helped to ensure the success of this program in FY 2024.  Unsightly trash is removed much more quickly than in the past, Soulard streets and alleys look cleaner and Soulard has the appearance of a safer neighborhood due to reduction of street trash and clutter.
